TO ALL TO WHOM THESE PRESENTS SHALL COME, GREETING!
of creation of the Cabinda National Bank
For the Carrying on and Managing of a Public Bank and act as the Monetary Authority of Cabinda
Now know ye, That we being desirous to promote the public Good and Benefit of our People, which in these Presents are chiefly designed and intended, as well as the Profit and Advantage of all such as have subscribed and contributed according to the present Act, and our Commission thereupon issued, their lawful Successors, and Assignees respectively, and in pursuance as well of the Powers and Clauses for this Purpose, contained in the present Act, as of our Promise and Declaration, made in or by our said Commission, or Letters Patents, under the Great Seal of Cabinda, whereby the Subscriptions and Contributions on the present Act have been promoted or encouraged, and by Virtue of our Prerogative Presidential, certain Knowledge, and meer Motion, Have given, granted, made, ordained, constituted, declared, appointed, and established, and by these Presents, for Us, our lawful Successors, do give, grant, make, ordain, constitute, declare, appoint and establish, that the said Mangovo Ngoyo and all and every other Person and Persons, Natives and Foreigners, Bodies Politick or Corporate, who, over and above the Person (s) before especially named, have at any Time or Times before the making of these Presents, subscribed and contributed any Sum or Sums of Money towards the General Treasury of the Cabinda National Bank; and them by that Name, one Body Politick and Corporate, in Deed and in Name, We do, for Us, and our lawful Successors, make, create, erect, establish, and confirm for ever, by these Presents, and by the same Name, they and their Successors shall have perpetual Succession, and shall and may have and use a Common Seal, for the Use, Business, or Affairs of the said Body Politick and Corporate, and their Successors, with Power to break, alter, and to make anew their Seal from Time to Time, at their Pleasure, and as they shall see Cause.
Whereas the Nation of Cabinda being partially invaded by a despot organization called MPLA provenience from a foreign country without any natural borders with Cabinda called Angola.
Whereas the end of such an invasion of Cabinda by the Foreign Private Army of the MPLA being an historic inevitability it is Decreed that the Cabinda National Bank be created to provide funds for the sustainable welfare and future of the Nation and Country of Cabinda.
Whereas the Government of Cabinda Controls more than 80% of the Territorial Surface of the Country and Nation of Cabinda and that all the Mineral (Gold, Diamonds precious stones, Uranium, Mercury, Petrol, Natural Gas etc…) and Goods (Precious Wood, Palm Oil, etc…) Wealth shall be, and be called, accepted, esteemed, reputed and taken as The Guarantee Capital and Principal Stock of the Corporation hereby constituted, and any other foreign moneys (coins and notes) shall be, and be called Common Capital and extra Stock of the Corporation.
Whereas the Cabinda National Bank being the Monetary Authority of Cabinda is Authorized to issue all necessary coins and notes for the use of the people and all public and private corporations.
Whereas the Commission in charge of establishing the Cabinda National Bank shall issue the Constitution, Regulation and Financial Arrangements including the Monetary Policy of the Cabinda National Bank.
Whereas the said Constitution and Regulations shall allow for the future creation of the Cabinda Financial Services Authority.
Whereas we do hereby, declare, direct and appoint, that the Cabinda National Bank shall also be allowed to issue Treasury Bonds on behalf of the Government of Cabinda.
Whereas all Officers of the Cabinda National Bank must before taking the privilege of Office swear/affirm an OATH OR SOLEMN AFFIRMATION OF OFFICE as such:
"I, ..............., do solemnly swear (or affirm) that I will faithfully and to the best of my judgment and ability perform the duties that relate to any office or position in the Bank held by me.
I also solemnly swear (or affirm) that I will not communicate or allow to be communicated, to any person not entitled to it, any confidential information that relates to the business or affairs of the Bank that I may learn in the course of performing those duties;
use any such information for any purpose other than to perform those duties; or allow any person to inspect or have access to any books and records that belong to or that are in the possession of the Bank and that relate to the business or affairs of the Bank, unless the person is legally entitled to inspect them or to have access to them."

The Cabinda Ibinda currency Act of 2007
I, Mangovo Ngoyo, Governor of the Cabinda National Bank, declare that in order for the Cabinda National Bank to fully and properly function as the Central Bank of the Cabinda Nation with its purpose of serving the Cabinda Citizens, give notice that after consultation with the Governing Court of Directors, The Privy Council of the Cabinda National Bank, and with the approval of His Excellency The President of the Republic of Cabinda N’Zita Henriques Tiago, we hereby have decide the following.
I. The need for a National Currency for the People, Nation, State, Territory and Country of Cabinda is indicated.
II. That the Cabindan Currency shall be in electronic, paper and coinage form and in suitable denominations called Ibinda (currency code CBI and 357) is the unit of currency of the Republic of Cabinda. It is normally abbreviated to the Cabinda Ibinda sign , or alternatively CI. The Ibinda is divided into 100 (equal) cents.
III. Whereas quantities for paper bills of credit (Ibinda) are needed to be created and issued in the Nation and territories of the Republic of Cabinda, by virtue of acts, orders, resolutions, or votes of assembly, such bills of credit are henceforward to be legal tender in payment of money.
IV. That from and after the 25th day of October 2006, no act, order, resolution, or vote of assembly, in the Nation and territories of the Republic of Cabinda, shall be made, for creating or issuing any other type of paper bills, or bills of credit of any kind or denomination whatsoever. Such paper bills, scripts or bills of credit shall not be legal tender in payment of any bargains, contracts, debts, dues, or demands whatsoever; and every clause or provision which shall hereafter be inserted in any act, order, resolution, or vote of assembly, contrary to this act, shall be null and void.
V. And whereas great quantities of paper bills, or bills of credit, from Angola which are now actually in circulation and currency in the Nation and territories of the Republic of Cabinda, emitted in pursuance of acts of occupation; we declare such bills shall be removed from circulation as expediently as possible but without hardship to the citizens of Cabinda. Temporary coexistence of Cabindan and Angolan currencies shall be tolerated only as long as necessary to secure the Liberation of Cabinda.
VI. And be it further enacted by the authority aforesaid, That if any government official, in the Nation and territories of the Republic of Cabinda, shall, from and after the said 25 day of October 2006, gives his assent to any act or order of assembly contrary to the true intent and meaning of this act, such act shall be a nullity.
VII. The Ibinda (CBI) shall initially be valued on par with the Central African Franc (XAF) and shall float against this benchmark after issuance.
VIII. This Act may be supplemented by such as other laws promulgated by the National Bank as necessary to implement it.
The Forgery and Counterfeiting Act 2006
Counterfeiting of Cabinda coins and banknotes
The Forgery and Counterfeiting Act 2006 makes provision for various offences connected with the counterfeiting of coins and banknotes and the possession of instruments that might be used for counterfeiting such items.
This Act provides, amongst other things, that it is an offence to (i) make a counterfeit of a currency note or of a protected coin with the intention of passing or tendering it as genuine or (ii) to make a counterfeit of a currency note or of a protected coin without lawful authority or excuse.
It is also an offence for a person (i) to pass or tender as genuine a thing knowing or believing it to be a counterfeit of a currency note or protected coin, or (ii) to deliver to another person any thing knowing or believing that thing to be a counterfeit of a currency note or protected coin with the intention that the other person shall pass or tender it as genuine.
It is also an offence for a person to deliver, without lawful authority or excuse, to another person any thing which he or she knows or believes to be a counterfeit of a currency note or protected coin.
Protected coin is defined, by the Act, as any coin that is: (a) customarily used as money in any country or (b) specified in an Order made by the Cabinda Treasury.
Under the Act, the definition of Currency note covers notes that have been issued in Cabinda and during the time of the Cabinda Government in Exile that are customarily used as money in the place where they were issued and are payable on demand. The definition also covers any note that has been issued in a country other than those listed above and which is customarily used as money in that country.
A counterfeit of a protected coin or currency note, as defined by the Forgery and Counterfeiting Act 2006, is:
(a) a thing that is not a currency note or a protected coin but resembles a currency note or protected coin (whether on one side only or on both) to such an extent that it is reasonably capable of passing for a currency note or protected coin of that description; or
(b) if it is a currency note or protected coin which has been so altered that it is reasonably capable of passing for a currency note or protected coin of that description.

These actions include:

bilateral or international treaty
- Amending or revising its own constitution
- Maintaining military forces
- Retaining (or "newly obtaining") diplomatic recognition by sovereign states
- Issuing identity cards
- Allowing the formation of new political parties
- Instituting democratic reforms holding elections allowing for direct (or more broadly-based) - elections of its government officers, etc.
